EL PASO, Texas — The state of Texas deployed the National Guard to El Paso on Monday, a few hours before the Supreme Court paused attempts to lift a law that allows for migrants to be quickly expelled from the country. "We are seeing breaking news that Title 42 may not be lifted. The Covid-era law that has been governing the border since March 2020, known as Title 42, was set to expire Wednesday. Late Monday, Chief Justice John Roberts placed a temporary hold on a lower court ruling to end use of Title 42. The news about the possible ending of Title 42 was being passed among migrants, he said.

CNN —Karen Bass was sworn in as the first female mayor of Los Angeles on Sunday, marking another historic achievement in her career. Kamala Harris – the first woman and first woman of color to become vice president – administered the oath of office at Los Angeles City Hall. Bass focused her remarks Sunday on her plans to solve the city’s housing crisis, with some 40,000 people living on the streets, and said her first act as mayor will be to declare a state of emergency on homelessness. Bass’ plan calls for housing 15,000 people by the end of one year and ending tent encampments using existing funding. Elected to the California state Assembly in 2004, Bass made history some four years later as the first Black woman to serve as speaker of any state legislature.

Gavin Newsom is facing off with local government officials, many of whom are fellow Democrats, over responsibility for the lack of progress combating homelessness in America’s most populous state. Mr. Newsom recently put a temporary freeze on $1 billion of state grants for city and county homelessness programs. He also rejected a slate of proposals from local officials outlining how they would spend the money, saying the measures would have reduced homelessness statewide by 2% between 2020 and 2024, which he deemed inadequate.

Legislation in Congress has been stalled for more than five years over how to amend regulations to encompass self-driving cars, including the scope of consumer and legal protections. And U.S. regulators have given no indication when they might act on petitions to initially approve a few thousand self-driving cars on U.S. roads without steering wheels or brake pedals. U.S. Transportation Secretary Pete Buttigieg said this month he has "very high hopes for the theoretical possibility that self-driving cars and high-tech cars will save thousands and thousands of lives because human beings have a basically murderous track record as drivers of cars. Some in the industry and in Washington also see developing self-driving vehicle technology as a competitive issue. Last year the agency directed all automakers and tech companies to promptly report crashes involving self-driving vehicles.
